I just experienced the same error as described here: Copying between iPads although the topic was closed months ago with reference to a fixing update. Import via Airdrop worked well but that doesn’t help if you don’t have both devices in Airdrop distance…

There is an issue with Files, if the file was not downloaded locally. Files forgot to download this before start app, it’s an iOS issue.
You can force download before import this, keep touch the phos file and touch Download.
Photon can open only files without the cloud icon.
