I purchased the Starter version and realized that due to some limitations in the software, I need to individually program more fixtures so I actually need the Pro version. The upgrade is as expensive as buying it upfront which would cost me more at this point. Should I ask Apple for a refund on the Starter version and then buy the Pro?

Indeed the complete pack (Pro Plan) has a promotion applied at the moment which makes it more interesting to buy directly than to buy the starter plan then the pro plan.
